About us
Repatriate the Children (RTC) is a non-governmental, non-profit children’s rights organisation working strategically and operationally to support the resolution of the third-country national (TCN) file in Syria.
RTC combines technical expertise, operational experience, and coordination capacity to support governments and other stakeholders in responding to the humanitarian, legal, and security challenges associated with the repatriation file. Guided by the best interests of the child, RTC develops practical, context-sensitive solutions that promote protection, stability, justice, sustainable reintegration and counters violent extremism and radicalization.
Since 2020, RTC has engaged with affected families, civil society, governments, and international partners across multiple countries. Operating as a civil society complement to state efforts, RTC provides strategic advice, technical expertise, and operational support on repatriation, reception, reintegration, and post-detention recovery. RTC’s work is grounded in international law and children's rights standards and promotes knowledge-based decision-making where humanitarian principles, the rule of law, and global security are aligned.
RTC operates with two autonomous national branches - Sweden and Denmark - and has been an integral actor in the first instances of repatriations from the camps in Northeast Syria.

In March 2019, seven Swedish orphaned siblings, aged one to eight, were trapped in a dire situation in al-Hol camp in northeastern Syria. Repatriate The Children (RTC) was founded in response to the urgent need identified by the children's grandfather and co-founder of the NGO, Patricio Galvéz, who sought to rescue his grandchildren in the spring of 2019. At that time, no organization like Repatriate The Children existed. The authorities and organizations he contacted were unable to assist. None had the experience, expertise, or network of contacts that Repatriate The Children has since developed.
Repatriate The Children’s function is to support and advise relatives of children in northeast Syria, and to provide expertise, policy advice, and practical guidance to politicians and decision-makers, authorities, non-profit organizations, and the media. The organization contributes to the coordination of responsible repatriation processes and to the development of frameworks for the reception of returnees, as well as their reintegration and rehabilitation, in line with legal obligations and child rights principles.
Repatriate The Children condemns IS ideology, its acts, and all forms of violent extremism. Children must be protected from indoctrination and radicalization into violent extremist movements and environments. Every child has the right to life, survival, and development.
States must take all appropriate measures to ensure that children are protected from all forms of violence and discrimination and that every child receives the protection and care necessary for their well-being. Children who have been subjected to neglect, abuse, or armed conflict are entitled to rehabilitation. The fundamental principle is that all children are of equal value and possess the same rights. Children can never be held responsible for their parents’ actions.

Repatriate the Children (RTC) är en ideell och icke-statlig barnrättsorganisation som arbetar både strategiskt och operativt för att bidra till en lösning på frågan om tredjelandsmedborgare som hålls i Syrien mot sin vilja.
RTC kombinerar teknisk expertis, operativ erfarenhet och samordningskapacitet för att stödja regeringar och andra relevanta aktörer i arbetet med de humanitära, rättsliga och säkerhetsmässiga utmaningar som är kopplade till repatrieringsfrågan. Med barnets bästa som vägledande princip utvecklar RTC praktiska och kontextanpassade lösningar som främjar skydd, stabilitet, rättvisa och hållbar återintegrering samt motverkar våldsbejakande extremism och radikalisering.
Sedan 2020 har RTC arbetat tillsammans med berörda familjer, civilsamhällesorganisationer, regeringar och internationella partner i ett flertal länder. Som ett komplement till statliga insatser erbjuder RTC strategisk rådgivning, teknisk expertis och operativt stöd inom repatriering, mottagande, återintegrering och återhämtning efter frihetsberövande. RTC arbete vilar på internationell rätt och barnrättsliga principer och verkar för kunskapsbaserat beslutsfattande där humanitära principer, rättsstatens principer och global säkerhet går hand i hand.
RTC består av två självständiga nationella organisationer – RTC Sverige och RTC Danmark – och har varit en central aktör i de första repatrieringarna från lägren i nordöstra Syrien.

I mars 2019 befann sig sju föräldralösa barn i åldern ett till åtta år fast i en hopplös situation i al-Hol i nordöstra Syrien. RTC grundades utifrån ett behov som barnens morfar, tillika medgrundare av denna förening, Patricio Galvéz hade när han själv ville rädda sina barnbarn under våren 2019. Då fanns inte en organisation som Repatriate the Children. De myndigheter och organisationer som han hade kontakt med då sade sig inte kunna hjälpa. Då hade ingen av dem den erfarenhet, kunskap, eller kontaktnät som Repatriate the Children nu besitter.
Repatriate The Children har till uppgift att stödja och ge råd till anhöriga till barn i nordöstra Syrien samt att bidra med expertis, policyrådgivning och praktisk vägledning till politiker och beslutsfattare, myndigheter, ideella organisationer och media. Organisationen bidrar till samordningen av ansvarsfulla repatrieringsprocesser samt till utvecklingen av ramverk för mottagande av återvändande, liksom för deras återintegrering och rehabilitering, i enlighet med rättsliga åtaganden och barnrättsprinciper.
Repatriate the Children fördömer IS ideologi, agerande och allt som är kopplat till våldsbejakande extremism. Barn måste skyddas från indoktrinering och radikalisering till våldsbejakande extrema rörelser och miljöer. Barnen har rätt till liv, överlevnad och utveckling.
Stater måste vidta alla lämpliga åtgärder för att säkerställa att barnen skyddas mot alla former av våld och diskriminering och tillförsäkra varje barn det skydd och den omvårdnad som behövs för barnens välfärd. Barn som har utsatts för vanvård, övergrepp eller väpnade konflikter har rätt till rehabilitering och social återanpassning. Utgångspunkten är att alla barn är lika mycket värda och har samma rättigheter. Barn kan aldrig hållas ansvariga för sina föräldrars handlingar.
